Project: Major Hospital Construction
Location: Multiple locations possible throughout Anglia, Suffolk, Northern Home Counties
Reporting to: Project Director / Head of ESG / Sustainability Lead
Role Overview
The Social Value Manager will lead the planning, delivery, and reporting of social value outcomes across a flagship hospital construction project. This role is critical in ensuring that the project delivers meaningful, measurable benefits to the local community, aligned with client requirements, national policy, and company commitments.
You will embed social value into project delivery, working collaboratively with project teams, supply chain partners, local stakeholders, and public sector bodies to maximise economic, social, and environmental benefits.
Key Responsibilities
Strategy & Planning
Develop and implement a comprehensive Social Value Strategy aligned with:
Client requirements (e.g. NHS, local authority frameworks)
National themes, outcomes and measures (e.g. TOMs framework or equivalent)
Corporate ESG and sustainability objectives
Identify and prioritise key social value opportunities related to:
Employment and skills
Local supply chain engagement
Community investment
Environmental and wellbeing initiatives
Delivery & Implementation
Lead the delivery of social value commitments across all project phases (pre-construction, construction, handover).
Work closely with site teams to embed social value into daily operations.
Engage and manage supply chain partners to ensure alignment with project social value targets.
Establish partnerships with:
Local schools, colleges, and universities
Employment and training providers
Voluntary, community, and social enterprises
Stakeholder Engagement
Act as the primary point of contact for social value with:
Client representatives
Local authorities and public bodies
Community groups and third-sector organisations
Organise and manage community engagement activities such as:
Careers events, site visits, and apprenticeships
Volunteering programmes
Public consultations and community forums
Monitoring & Reporting
Track, measure, and report social value outcomes using recognised frameworks (e.g. TOMs/National Social Value Measurement).
Produce regular reports for internal leadership and client stakeholders.
Maintain robust data collection systems to ensure audit-ready evidence.
Ensure compliance with contractual obligations relating to social value delivery.
Innovation & Continuous Improvement
Identify opportunities to enhance social value delivery across the project lifecycle.
Promote innovation in inclusive employment, sustainability, and community engagement.
Share best practice across the wider organisation.
Key Performance Indicators (KPIs)
Delivery of agreed social value targets and metrics
Number of local employment and apprenticeship opportunities created
SME and local supply chain spend
Community engagement activities delivered
Measurable social value outcomes (e.g. £ value generated, social return)
Skills & Experience
Essential
Proven experience in a Social Value, CSR, ESG, or community engagement role within construction, infrastructure, or the public sector
Strong understanding of UK social value policy and frameworks
Experience managing stakeholder relationships across public, private, and third sectors
Excellent project management and organisational skills
Strong data analysis and reporting capability
Confident communicator with the ability to influence at all levels
Desirable
Experience working on healthcare or major infrastructure projects
Knowledge of NHS or public sector procurement requirements
Familiarity with the National TOMs framework
Degree or equivalent in a relevant field (e.g. sustainability, social policy, construction management)
